Gov. Kay Ivey declared a state of emergency in Alabama, amid concerns over price gouging by gas stations. Prices have risen sharply since Hurricane Harvey made landfall in Texas. The massive flooding forced the shutdown of many refineries, and also led to the suspension of the Colonial Pipeline, a major source of gas for the Southeast. Ivey's declaration eases regulations for fuel transporters, and imposes fines for gouging. "This disruption in supply inherently placed upward pressure on gasoline prices, but does not justify the imposition of unconscionable prices." Ivey said. Gouging is punishable by a fine of up to $1,000 per violation.
